In 2001 the Province of Ontario passed provincial legislation which changed the Motorized Snow Vehicles Act (MSVA) to make it a legal requirement for most recreational snowmobiles accessing an OFSC Prescribed Snowmobile Trail to have and display a valid permit. Snowmobile trail permits are issued by the Ministry of Transportation of Ontario (MTO) which through a contractual agreement have authorized the Ontario Federation of Snowmobile Clubs (OFSC) and its member organizations to serve as the exclusive retailers of all Ontario Snowmobile Trail Permits.
Displaying a valid MTO Snowmobile Trail Permit provide a snowmobiler with the ability to access an OFSC Prescribed Snowmobile Trail. A Snowmobile Trail Permit does not include any guarantee of trail availability or assurance of trail quality, rather it provides the privilege of access to the trail. The Ministry of Transportation provides funding to the OFSC to assist with operational costs associated with the delivery of the provincial trail network.
